ICTS certification fulfills the requirements established by Section 21-1a of the School Code of Illinois as well as additional requirements mandated by the Illinois State Board of Education (ISBE). Potential teachers must demonstrate a fundamental level of professional knowledge and skills.
Applicants for Early Childhood, Elementary, Secondary, or Special Teaching Certificates will need to prove proficiency by passing the Basic Skills test as well as the appropriate content-area and Assessment of Professional Teaching tests. Applicants for School Service Personnel or Administrative Certificates are required to pass the Basic Skills test as well as the appropriate content-area test(s). Applicants in alternative route programs must demonstrate competency by passing the Basic Skills test as well as the appropriate content-area test in order to receive a Provisional Alternative Teaching Certificate. Candidates applying for admission to an Illinois-approved educator preparation program are required to take and pass the Basic Skills test. Those applicants currently enrolled in an Illinois-approved educator preparation program must pass the appropriate content-area test in order to receive ICTS certification. In addition, universities may require successful completion of the appropriate content-area test prior to student teaching. Those applicants for Transitional Bilingual Certificates or bilingual approval or endorsement must pass the appropriate language proficiency test(s).
Applicants seeking LBS I endorsements must pass the LBS I test. Applicants a Special Pre-School-to-Age-21 Certificate (via an approved program or transcript evaluation) are required to take and pass the Special Education General Curriculum Test. Applicants is possession of LBS I Limited certificates or endorsements can select testing as one way to remove the limitations. They will need to take either the LBS I test or the appropriate test for removal of an LBS I Limitation. Finally, applicants for the LBS II Certificate are required to hold a Special Pre-School-to-Age-21 Certificate. These candidates must additionally pass the appropriate LBS II test(s) and the Basic Skills test in order to receive ICTS certification.
